Tom is responsible for providing Outsourced Chief Investment Officer (OCIO) services for institutions including foundations, endowments, pension funds, religious organizations, and corporations. He works closely with clients and their advisors to develop sound practices designed to meet their organization’s objectives and allow them to focus their time and energy fulfilling their core mission.
Tom has more than two decades of experience working in the institutional asset management industry. Prior to joining Wilmington Trust, he was a senior institutional defined contribution strategist with Franklin Templeton. In that role, he worked with plan sponsors with over $1 billion in retirement assets and global investment consultants to help transform their retirement plans to better meet the needs of their plan participants. Tom has also worked for J.P. Morgan Asset Management and Putnam Investments during his career.
He holds an MBA from the Johnson School at Cornell University and a bachelor’s degree in economics and government from St. Lawrence University. He has authored various research and white papers including one on a choice mechanism called “Enhanced Active Choice,” which ultimately was applied to the 401(k) industry. Tom received the DC Thought Leader of the Year award in 2017 during his tenure at Franklin Templeton, an internal award the firm gave based on excellence in thought leadership.
